Measure AV Oversight Committee

The people of the city of Palmdale desire enhanced transparency and public participation regarding the local ¾ cent transactions and use tax pass by Palmdale voters on November 3, 2020. The revenues and expenditures from the tax are to be regularly reviewed by a Citizen’s Advisory Committee to ensure the funds collected are expended for the purposes specified in the Measure AV Ballot language. The City Council shall appoint a seven member committee and by resolution, adopt guidelines for the duties of the Citizen’s Advisory Committee.

The online system to submit your application is primarily used for employment purposes, but has been somewhat modified to accept applications for board/commission/committee appointments. Therefore, there are certain sections you do not need to complete. For example, the preferences section which pertains to minimum compensation, types of positions you will accept, etc.

Written Public Comment During the Meeting

  3. Scroll through the agenda to find the agenda item for which you would like to provide a comment and submit your comment
  4. The cut off time is two hours prior to the time listed on the printed agenda (e.g: 6:00 p.m. meeting cut-off is 4:00 p.m.). Such comments will be provided to the City Councilmembers prior to the meeting, but will not be read aloud during the meeting.

Public Attendance at Meetings

In accordance with the current guidance from the California Department of Public Health and the County of Los Angeles Department of Public Health, the Council Chamber is open for in-person public comment and seating. Masks are required to be worn by all persons in attendance who are not fully vaccinated against COVID-19. It is recommended that all citizens practice social distancing to the extent possible while in attendance. Committee Members may choose to participate via conference call.

The Committee is making every effort to follow the spirit and intent of the Brown Act and other applicable laws regulating the conduct of public meetings in order to maximize transparency and public access.

Overview

To ensure enhanced transparency and public participation, the Measure AV Oversight Committee has been established to review, comment on and make recommendations on proposed expenditures of revenues generated by the local ¾ cent transactions and use tax passed by Palmdale voters on November 3, 2020.  

Meetings

Members of the committee shall meet as necessary to review and provide input on proposed revenues and expenditures of funds from the voter approved ¾% local transaction and use tax. The committee will submit recommendations through City staff to the City Council for consideration.

At least 72 hours before a scheduled meeting, the agenda and related items will be posted. The agenda will also be available in Administration, Parks and Recreation, and Palmdale City Library.
