Administrative Services

The Administrative Services Department provides oversight and support for the City's financial, administrative, human resources, records management, and technology operations. The Department is also responsible for leading the City’s emergency operations planning and response and developing and implementing programs that support volunteer mobilization and other community engagement efforts.


The Finance Division is responsible for managing the City's financial affairs. This Division manages functions that include: administration, budget development and oversight, accounting, accounts payable, purchasing, payroll, grant accounting, treasury, debt management, and long-range financial planning.

Human Resources

The Human Resources Division provides a full range of services to recruit, develop and retain a workforce to provide a high level of service to the residents of Palmdale and to lead City departments in positive employee relations, talent management, and employee engagement. Human Resources core functions include classification and compensation, recruitment and selection, benefits administration, labor and employee relations, staff development, employee wellness, and workers compensation.

City Clerk

The City Clerk’s Division facilitates the legislative processes for the City. The City Clerk is responsible for the City’s records management program, facilitating the City’s elections, recording and maintaining the records of the City’s legislative boards, and addressing public records requests.

Information Technology

Information Technology operations supports the delivery and continuous enhancement of technology based services throughout the City's operations. Core services include maintenance and support for the City's information systems, desktop computer and network maintenance and support, technology project management, and technology assessment and implementation.

Community Programs

Community Programs provides residents the opportunity to engage with their City and utilize their talents through a variety of programs and activities including volunteering, participation in the Palmdale Partners Academy, an eight-week course on City government, service days, as well as other special events and programs.

Emergency Management

The Emergency Management program is responsible for leading the City’s efforts to prepare for, respond to, recover from, and mitigate various natural and person-made disasters.
